Fondo Hassan Kalama
Founder & Executive Director

Fondo Hassan Kalama is a distinguished Inclusive Education Specialist, Disability Inclusion Expert, Researcher and Monitoring, Evaluation, Accountability and Learning (MEAL) Practitioner whose work sits at the intersection of evidence generation, policy influence, systems strengthening and social impact. As the Founder and Executive Director of Verity Metrics International Limited, Fondo provides strategic leadership to a multidisciplinary consulting firm delivering high quality research, monitoring and evaluation, learning, policy advisory and organizational development services to governments, development partners, academic institutions, NGOs and private sector organizations across Africa and beyond.
Driven by a conviction that effective development must be informed by credible evidence, Fondo established Verity Metrics International Limited to bridge the gap between research, policy and practice. Under his leadership, the firm supports organizations to generate actionable insights, measure impact, strengthen programs and make data driven decisions that create sustainable change.
Fondo holds a Master of Education (Special Needs Education) from Maseno University and a Bachelor of Education (Special Needs Education with IT), First Class Honours. He also holds a Diploma in Monitoring and Evaluation (Distinction) from Kenyatta University, complemented by professional training in disability inclusion, Kenya Sign Language, research methodologies and program management.
Over the course of his career, Fondo has collaborated with government ministries, international development agencies, civil society organizations, research institutions and technical working groups to design, implement and evaluate initiatives focused on inclusive education, disability rights, teacher professional development, learning systems strengthening and equitable access to quality education. His expertise spans research design, impact evaluation, baseline and endline studies, organizational learning, policy analysis, strategic planning and disability inclusive programming.
A published researcher and emerging thought leader in the field of inclusive education, Fondo has contributed to scholarly work examining disability inclusion, functional skills development, teacher preparedness and educational access for learners with diverse needs. His research interests include inclusive education systems, neurodevelopmental disabilities, assistive technology, learning support systems and evidence informed policy development. Beyond consultancy and research, Fondo is passionate about strengthening local capacity and supporting organizations to transform data into knowledge, knowledge into strategy and strategy into measurable impact. His leadership philosophy is rooted in innovation, collaboration, integrity and a commitment to ensuring that no individual or community is left behind in development processes.
Fondo is also a prospective PhD candidate at Te Herenga Waka – Victoria University of Wellington, New Zealand, where he seeks to further advance research on inclusive education, disability inclusion and learning support systems within diverse educational contexts.
Through Verity Metrics International Limited, he continues to partner with organizations seeking rigorous research, robust monitoring and evaluation systems and innovative solutions that drive meaningful and lasting change.

Felix Okoth Otieno
Associate Consultant - Inclusive Education & Disability Inclusion
Expertise
Felix Okoth Otieno is a Disability-Inclusive Education Specialist and learning systems practitioner supporting inclusive education initiatives across Kenya. His work spans teacher professional development, disability inclusive programming, research translation and the design of accessible learning environments. Currently supporting national disability inclusion efforts within Kenya's Ministry of Education, he brings together a background in Special Needs Education and Information Technology, with a particular interest in translating evidence into classroom practice.

Gabriel is a seasoned professional with over 16 years of experience in international non-governmental organizations, specializing in Child Protection, Project Management and Human Resources. With a strong commitment to safeguarding vulnerable children, he has led high-impact projects focused on accountability, quality education and gender-based violence prevention. Gabriel holds a Master's in Human Resources Management and a Bachelor's in Education from the University of Nairobi.

He began his career at the Ministry of Planning and National Development, contributing to Kenya's Economic Recovery Strategy and Public Expenditure Review. Evans currently serves as a Research Officer to the Chairperson of the Health Committee at the National Assembly of Kenya, providing technical research support and policy analysis.

Daniel is a Monitoring, Evaluation, Accountability and Learning specialist with over seven years of experience in the humanitarian and development sector, working across Kenya, Ethiopia and Sudan. He has designed and implemented MEAL frameworks for multi-million-dollar interventions in nutrition, WASH, livelihoods, cash assistance and child protection. Daniel holds a B.Sc. in Project Planning and Management and a Master's in Community Development, and is certified in disaster management and cash and voucher assistance programming.
